Five critical things you need to know about your TAS's staff matrix

Your RTO’s training and assessment strategies need to document the staff involved in the training and assessment of specified training products on scope of registration. This can include RTO trainers and assessors as well as third parties where appropriate. The following advice provides an overview of how RTOs can evidence that they have sufficient staff involved in the delivery that meet the qualification and experience requirements for the role and units of competency listed.

Credentials of trainers and assessors:

RTOs must nominate trainers and assessors in their TAS’s who will provide training and/or assessment for each unit of competency identified for the specified training product. This ensures your RTO can evidence that you have suitably qualified trainers and assessors for all training products on your scope of registration. The evidence can be in the format of a staff matrix in the TAS or another external document referred to in the TAS. The matrix should list each staff member involved in the training and/or assessment against each unit, verify their currency status and reference any supervision arrangements in place. 

Supervision of trainers:

Where a trainer is under a supervision agreement you must identify this in your staff matrix and the arrangements in place so it is clear what role they are playing in the delivery of the training product. Ensure you have referenced where the supervision agreement for the trainer is located in the TAS.

Trainer and assessor evidence:

The records in your RTO’s trainer and assessor profiles must correlate with evidence in the staff matrix in your TAS.  This includes ensuring trainers and assessors have appropriate competency and currency evidence on file for all units of competency listed against them on matrices in these strategies. Recording this evidence at a unit of competency level ensures any specific requirements are met and allows your RTO to use staff appropriately.

Maintaining version control: 

RTOs need to ensure matrices are updated accordingly when changes are made to delivery staffing arrangements. Each time trainers and assessors enter or exit your organisation your TAS’s need to be updated to reflect those changes and they should accurately reflect the appropriately qualified staff who are currently delivering the units of competency listed.

Sufficient resources:

RTOs must have all resources available whether currently delivering or not for training products on scope of registration. Your TAS should identify the number of resources needed for your course intakes. These resources include sufficient trainers and assessors for the numbers of students in the cohorts you are delivering to (or intend to deliver to). If you are delivering training products where you only have one suitably qualified trainer and assessor on staff that may be a risk for your RTO and potential non-compliance should they leave your organisation unexpectedly.
