The Technical Education and Skills Development Authority’s (TESDA) head welcomed the signing of Executive Order (EO) No. 83 which approved the adoption of the National Technical Education and Skills Development Plan (NTESDP) 2018 – 2022.
“TESDA is thankful that President Rodrigo Duterte recognized the NTESDP. This is a win for the technical-vocational education and training (TVET) sector. It affirms the crucial role of the agency in poverty reduction,” TESDA Secretary Isidro Lapeña said.
The EO further affirmed TESDA as the TVET authority in the country and directed government and private entities to use the development plan as reference in coming up with TVET-related policies and programs.
The NTESDP 2018-2022 will serve as a blueprint that follows the guiding principle of the agency, “TESDA Abot Lahat,” increasing access to quality TVET to the traditionally and perennially marginalized.
TESDA, being the lead agency mandated under Section 21 of Republic Act No. 7796 to formulate a “comprehensive development plan for middle-level manpower” initiated the NTESDP that envisions a “vibrant quality TVET for decent employment and sustainable inclusive growth”.
“The NTESDP 2018 -2022 also translates various development plans into the language of the TVET sector,” noted Deputy Director General for Policies and Plans Rosanna Urdaneta during the plan’s launching last December.
The plan was created in consideration of the Philippine Development Plan (PDP) 2017 – 2022, the National Economic Development Agency (NEDA)’s Ambisyon Natin 2040, United Nations’ Sustainable Development Goals (SDGs), the previous NTESDP in 2011, TVET performance assessment, and global and industry trends.
The plan specifically identifies specific strategies on how the TVET sector can appropriately respond to the attainment of the PDP and the SDG targets.
With the signing of EO 83, the agency will initiate talks with other government agencies such as the Department of Education, the Commission on Higher Education, the Department of Social Welfare and Development to ensure the effective implementation of the NTESDP.
The EO directs TESDA to ensure that all skills development programs conform to the plan’s quantitative and qualitative objectives and the Philippine Qualifications Framework; monitor and assess these TVET schemes to guarantee their efficiency and effectiveness; and submit semi-annual reports regarding the progress of the plan’s implementation.
TESDA has already started carrying out the NTESDP. Its regional and provincial offices continuously implements a number of programs to answer to the Filipino workforce needs and put forward presidential directives geared towards improvement of our middle-level manpower.
